Job Requirements/Description

We are looking for an experienced Senior Procurement & Supply Chain Manager to join our team at Sheffield City Concil to oversee and optimise one of the 4 main category areas within the Commercial Services function, which are:

  • Corporate & Business Services;
  • Environment, Transport & Operations;
  • Strategic Contract Management/PFI Expiry, or
  • Adults/Children's Social Care& Education, Health

The successful applicant will bring knowledge and experience in developing and implementing commercial strategies aligned to deliver against organisational objectives, strategic goals and corporate challenges.

This will include but not be limited to:

  • Analysis of market trends, supply chain risks and opportunities to optimise procurement processes.
  • Ensure availability of goods and services required to deliver high-quality services for our customers and end users.
  • Work with internal stakeholders to develop and embed best practice processes and ways of working. 

The postholder will provide strategic support to the Head of Procurement in delivering the Council's Tier 1 and Tier strategies in addition to relevant category specific supporting strategies and service plans and responsible for:

  • Implementing/ developing procurement tools to optimise competitive procurement processes.
  • Identify opportunities for process improvements within the supply chain function to enhance efficiency, accuracy, and compliance.
  • Collaborate with senior stakeholders to understand strategic needs and ensure planned and/or emerging category activities are aligned accordingly to strategic objectives.
  • Have senior practitioner knowledge of procurement regulations and ensure compliance with relevant policies and ethical standards in all procurement activities.
  • Identify potential cost-saving opportunities and implement cost-effective commercial practices.
  • Act as a key point of contact for procurement and supply chain issues and collaborate with other departments to resolve any discrepancies.
  • Lead and manage the respective category team, providing guidance, training and performance reporting.
  • Allocate and manage resources effectively to meet procurement and service objectives and deadlines.
  • Identify and mitigate potential risks in the supply chain, ensuring continuity of supply and minimising disruptions.
  • Implement risk management strategies to address supplier dependencies and geopolitical uncertainties.
  • Lead or participate in cross-functional projects to shape markets, secure new supply solutions or renew existing contracts.
  • Develop and maintain robust disaster recovery measures and contingency plans.
  • Provide training and guidance on relevant corporate policies, procedures, and best practices.

If you are appointed to this role, your starting salary will be at the bottom of the grade. If you provide pay slip evidence that your basic pay is greater than the bottom of the grade, we will consider starting you at the point of minimum advantage within the grade.
